 El Oued University organizes a national forum on the role of the Supreme Authority in combating corruption .It was attended by the President of the Supreme Authority for Transparency, Prevention and Combating Corruption,

Today, February 20, 2023, the Faculty of Law and Political Science at Elchahid Hamma Lakhdar University organized a national forum for the role of the supreme authority in transparency and prevention of corruption and combating it under the supervision of the University Rector Professor Omar Farhati and the participation of the higher authority for transparency and prevention of corruption and combating it represented in the person of Mrs. President of the Supreme Authority Masrati Salima

The activities of the two-day forum were attended by local authorities headed by the Wali of El Oued, judges, deans of faculties , professors and students.

In his welcoming speech, the Rector of the University welcomed all  the attendees. He considered  that  the university’s contribution in the field of scientific research and laboratory activity of the Faculty of Law and Political Science are an  enhancement of  the role of the supreme authority in combating corruption.

He stressed that El Oued University is the first university to receive the president of the supreme authority at the national level, praising the personality of the president of the authority as a well-known in university teaching and was chief of staff in the Constitutional Court. He also appreciated the efforts of the President of the Republic in promoting transparency and preventing and combating corruption. He also appreciated the presence of the Wali of the El Oued.

In her speech, the Head of the Supreme Authority saluted the university family, led by the Rector of the University, for the invitation, noting that this activity is the first fruit of its program in an Algerian university. Mrs. Salima Masrati spoke at length about the reasons for the establishment of the supreme authority in accordance with the recent constitutional amendment and the role of its authority in developing a strategy to prevent and combat corruption and to upgrade the supreme authority from an advisory body to a supervisory body. She called for the development and modernization of education curricula to reach models in which the professional and ethical aspects are integrated. It also warned against the exacerbation of the phenomenon of corruption and considering it a threat to the security and continuity of the state. And she stressed the role of the university and its laboratories in encouraging scientific research in the field of combating corruption, given that the university has an influential role – as she said – in social control, as well as other points that explain the role of the supreme authority and its oversight and national strategy tasks.

With regard to the works of the National Forum, in which the Dean of the Faculty of Law and Political Sciences, Prof. Makki Darradji, saluted the attendees, the local authorities, and the President of the Supreme Authority, the outlined program for two days included about 60 scientific interventions by professors from El Oued University and several universities at the national level. It is expected that the works will be completed with important recommendations.

The activities of the forum focus on several axes, first the international and national legal framework for combating corruption, secondly the constitutional and legal system of the supreme authority for transparency, prevention and combating corruption, thirdly the powers of the supreme authority for transparency, prevention and combating corruption, and fourthly the status and role of the university in the ethics of public life.

This forum aims to:

Shedding light on the concept of the supreme authority for transparency and preventing and combating corruption and defining its elements.

Explain the concept of the principles of public morality, integrity and transparency and what they require in the conduct of public affairs to achieve them.

Clarifying the policy of the national legislator regarding the work of the supreme authority, its organization and formation, and the extent to which this achieves its independence.

Clarify the various powers assigned to the authority in order to prevent and combat corruption.

Determining the competence of the authority related to administrative and financial investigations related to illicit enrichment and how it works to obtain evidence

Determining the relationship of the supreme authority with the judiciary in case it discovers facts that constitute corruption crimes.

the measures taken by the Algerian state to prevent corruption before it occurs, and clarify the specificity that the Algerian legislator singled out in criminalizing corruption and punishing it.

Upgrading the actual role of the university in the field of preventing and combating corruption.

Preparing scientific indicators to measure the causes of corruption in Algeria.
