El Oued University hosts the regional meeting to establish institutions of an economic nature

On Thursday, January 2023, at the University of Echahid Hamma Lakhdar, El Oued a media training day was held in which the universities of Ghardaia, Ouargla and Laghouat participated on the subject of university institutions of an economic nature. It was under the supervision of Mr. Director of Property, Means and Contracts at the Ministry of Higher Education and Scientific Research and Chairman of the Ministerial Committee for the Establishment of Sub-Institutions of an Economic Nature, Tabib Mostafa.

This regional meeting falls within the framework of the new orientation of the Ministry of Higher Education and Scientific Research and the instructions of the Minister to establish university institutions of an economic and commercial nature .

The Director of El Oued University, Professor Omar Farhati, welcomed the Director of Property, Means and Contracts at the Ministry, accompanied by the Director of Planning and Foresight in Arabi Yassine, as well as the professors representing the delegations of the attending universities, the Director of the Higher School of Agriculture, the two vice-rectors in charge of scientific research and pedagogy, the Secretary-General of the University, the director of the House of Entrepreneurship and the director of the business incubator and Chairman of the Five-Star Student Certification Committee.

Mr.Tabib Mostafa explained that the boards of directors of educational and research institutions in universities deliberated on projects to establish sub-institutions of an economic nature during the month of December 2022, after that the technical ministerial committee hold meetings in order to accelerate the process of granting accreditation, and then the sub-institutions of an economic nature began to practice their activities in accordance with the commercial law.

The regional meeting dealt with all the laws that allow university institutions to establish subsidiary institutions of an economic and commercial  nature(SARL/SPA) in which the university teachers can be a partner or a manager. He pointed out that its financing process is from the resources resulting from the activities of the university (outside the sources of the budget for management, equipment and research) such as the resources of the Intensive Center for Languages and service clubs, etc., provided that these resources constitute 60 percent of the turnover of the subsidiary institution.

The Chairman of the Ministerial Committee for subsidiary institutions explained that all difficulties and administrative procedures to establish these institutions, which numbered about 40 university projects at the national level, had been overcome.

for accreditation procedures, it is sufficient – as he said – for the project holder to submit a file containing a report from the university’s board of directors containing a business plan defining the project, its objectives and its designation, as well as Market analysis, feasibility, marketing strategy, services provided, means, organization and financing scheme, as it is attached with the technical card of the subsidiary project for approval by the Ministerial Committee. He also confirmed that the foreign national partner can finance the research or partnership with the subsidiary in accordance with the commercial law in his answer to the questions of some of the attendees.

For his part, Mr. Belarbi Yassine, Director of Planning and Foresight, indicated that the university has surpassed its classic tasks in education and research and has become today of an economic and commercial nature. He indicated that the university has the capabilities and enormous material and scientific means valid for economic and commercial activities .
